An old HPD violation usually cannot be cleared by repeating the ordinary certification process. Use HPD Online to identify its status, then choose among documentation submission, a paid dismissal-request reinspection, or violation reissuance if the building and violation are eligible. Confirm the current requirement in the cited agency system and in any notice issued for the property.
Start with status, inspection history, and condition type
Confirm that the physical condition is corrected, but do not assume that an old invoice is sufficient. Review the current status, whether HPD has reinspected, and whether the violation is lead, mold, pest, or another order with special documents.
HPD describes two situations that may avoid a dismissal request: a documentation submission for certain records already reinspected into Defect status, and violation reissuance for eligible buildings and violations.
- Verify that the violation is truly open in HPD Online and that it belongs to the correct building, unit, and condition.
- Confirm the condition is corrected now, even if the original repair date or paperwork is unavailable.
- Review HPD’s current dismissal and reissuance eligibility, fees, forms, mailing or submission instructions, and inspection process.

Clear the record without erasing the history
Prepare a separate packet for each path and keep every violation number visible through the final status check.
- Inventory old violations and group them by location and condition without merging their individual order numbers.
- Choose dismissal or reissuance based on HPD eligibility and the available correction record.
- Submit the complete request, pay any applicable fee, and prepare the cited areas for inspection.
- Track inspection access, results, reissued items, new dates, and the final HPD status.
Old does not mean inactive
Open violations can continue to affect title, financing, enforcement, and building operations. A dismissal inspection can also result in new violations when the inspector observes other conditions.
Effective July 1, 2026, HPD directs dismissal-request applications to Code Enforcement – Central Violations Administration Unit, 345 Adams Street, 10th Floor, Brooklyn, NY. Confirm the address on the current application before mailing.
Old-violation shortcuts that fail
Use this list as a final review before filing, paying, certifying, or closing the internal task.
- Sending an ordinary certification after the permitted period has expired.
- Requesting a paid inspection when HPD Online already shows Defect status and only documents are missing.
- Assuming reissuance is available for every building and every order.
- Closing the internal record before every violation included in the request has a final status.
Preserve the old notice and the new clearance packet
A complete file should show the historical order, present condition, selected HPD path, payment or submission, reinspection, and disposition.
- Old violation detail and current HPD status
- Current condition inspection and repair proof
- Dismissal or reissuance forms and payment
- Inspection result, reissued notice, certification, or dismissal outcome
Verify each violation separately
An old record is cleared only when HPD records the dismissal or the reissued violation completes its correction and certification process.
A dismissal request can cover several violations, but the resulting status must still be checked one record at a time.
