How to Fix an NYC Self-Closing Door Violation

Inspect the cited door, correct the closing and latching function, document the test, and complete the HPD process on time.

A cited apartment or public-hall door must swing fully closed, form the required seal, and latch by itself. HPD treats a defective self-closing door as a Class C immediately hazardous violation with a 14-day correction period and reinspection after the correction date. Confirm the current requirement in the cited agency system and in any notice issued for the property.

Test the complete closing and latching cycle

Open the door fully and let it go without helping it. Confirm that it swings shut, closes completely, forms the expected seal, and engages the latch. Repeat the test from a smaller opening because some closers fail at different angles.

Look for a defective closer, loose or missing hinges, frame misalignment, a large floor gap, damaged latch, hold-open mechanism, kick-down stop, tape, wedge, or another obstruction.

  • Confirm the exact door, violation order, class, correction date, and certification date.
  • Test from multiple open positions and inspect the closer, hinges, frame, latch, alignment, seals, and obstructions.
  • Check nearby required doors so the same maintenance condition is not repeated elsewhere.

Repair the mechanism, door, frame, and obstruction

Assign a qualified person to correct the actual failure rather than increasing closer force without checking alignment, accessibility, and door condition.

  1. Repair or replace the appropriate hardware and correct alignment or obstruction problems.
  2. Test that the door closes and latches consistently without manual assistance.
  3. Record the date, technician, hardware, test method, and clear before-and-after evidence.
  4. Certify within the HPD window when eligible and monitor for inspection or rejection.

Correct within 14 days and prepare for reinspection

HPD says the Class C violation must be corrected within 14 days after the owner receives the Notice of Violation and certified immediately after correction.

HPD must reinspect self-closing-door violations within 20 days after the correction date. If the door remains defective, HPD may attempt an emergency repair and charge the property, and may seek civil penalties.

Door repairs that do not pass the functional test

Use this list as a final review before filing, paying, certifying, or closing the internal task.

  • Testing only whether the door moves instead of whether it fully closes and latches.
  • Leaving a hold-open device, wedge, tape, or obstruction in place.
  • Replacing a closer without correcting loose hinges, frame alignment, latch, or door damage.
  • Certifying before retesting the door from fully open.

Document the exact door and final test

Record the apartment or hallway location, defect, repair parts, person who performed the work, test date, certification, and reinspection result.

  • Violation and exact door location
  • Inspection and hardware diagnosis
  • Repair invoice, parts, and repeatable function test
  • Certification and HPD outcome

Retest and verify HPD’s result

The door must continue to self-close and latch, and the agency record must complete its required process. Add recurring checks to reduce repeat violations.

Keep the door on a recurring fire-safety inspection list after the violation clears because use, tampering, and wear can cause the condition to return.
